REORGANIZATION PLAN NO. 3 OF To the Congress of the United States: I transmit herewith Reorganization Plan No. 3 of , prepared in accordance with chapter 9 of title 5 of the United States Code and providing for an Environmental Protection Agency. My reasons for transmitting this plan are stated in a more extended accompanying message. Reorganization Plan No. 3 (35 FR , 84 Stat. ) was a presidential directive submitted to the United States Congress on July 9, by President Richard Nixon establishing the Environmental Protection Agency (EPA) and setting forth the components of the National Oceanic and Atmospheric Administration (NOAA).
